Thomas Day Sworn in as PRC Commissioner and Named Vice Chairman; Robert Taub Confirmed to a Third Term

Thomas G. Day was officially sworn in as a commissioner of the Postal Regulatory Commission and named vice chairman of the agency by a unanimous vote of commissioners; while Commissioner Robert G. Taub begins his third term with the agency after being confirmed by the United States Senate on September 28, 2023.

PRC Chairman Michael Kubayanda said “I am pleased to continue serving alongside Commissioner Taub and to serve with Commissioner Day. They are experienced and highly skilled public servants who have contributed significantly to the nation and our postal system, and will continue to do so.”

Robert G. Taub was chairman of the Commission for more than 6 years, from December 2014 until January 2021. Three times appointed to the Commission following unanimous confirmations by the U.S. Senate in 2011, 2016, and 2023, Commissioner Taub has more than 40 years of public service experience at the local, state, and federal levels. Before joining the Commission in October 2011, he was a principal civilian advisor to the Secretary of the Army John M. McHugh. As an Army senior executive, he helped the Secretary lead a workforce of more than 1.2 million people and manage an annual budget exceeding $200 billion. Commissioner Taub was awarded the Army’s Decoration for Distinguished Civilian Service.

Thomas G. Day was nominated by President Joseph Biden and confirmed by the United States Senate on September 28, 2023, for the remainder of a six-year term that expires October 14, 2028. Mr. Day served 45 years in the federal government in both the US Army and the US Postal Service. During his 35-year career in the Postal Service, he held senior executive positions as vice president-engineering, senior vice president-government relations, senior vice president-intelligent mail, and chief sustainability officer. In addition, while at the Postal Service, he was the chair of the Standards Board at the Universal Postal Union. Mr. Day was recognized with a Board of Governors award for his leadership in response to the 2001 anthrax attacks. Following his retirement from the Postal Service, he was employed by the International Post Corporation, where he was the chief commercial and chief financial officer.

Service Performance Holds Steady for All Mail Categories As USPS Addresses Multiple Operational Challenges

The United States Postal Service reported new service delivery performance metrics for the first week of the fiscal second quarter showing service performance holding steady for First-Class Mail, Marketing Mail and Periodicals. Consistent with the rest of the shipping industry, the organization experienced some minor delays in both ground and air transportation during the week of January 1-7. The Postal Service continues to address impacts to last mile delivery due to availability challenges due to COVID-19 cases and inclement weather events including winter storms on the East Coast, Midwest and West Coast. Second quarter-to-date service performance scores covering the period Jan.1 through Jan. 7 included: *First-Class Mail: 90 percent of First-Class Mail delivered on time against the USPS service standard, an improvement of .37 percentage points from the first quarter. *Marketing Mail: 91.7 percent of Marketing Mail delivered on time against the USPS service standard, a slight decrease of .46 percentage points from the first quarter. Periodicals: 81.1 percent of Periodicals delivered on time against the USPS service standard, with an improvement of .37 percentage points from the first quarter.

High Costs, Services Disruptions Plague Book Biz Supply Chain (publishersweekly.com)

Truck driver shortages, widespread port congestion, and skyrocketing container costs are among the biggest challenges facing the book industry supply chain for the rest of the year and into 2022, panelists on a July 6 BISG webinar looking at freight and shipping issues agreed. Book International’s v-p of global business development David Hetherington said that, in all his time in the book business, he has never seen such pressure building in the supply chain as is happening now. He predicted that things could get worse as more buying shifts online and more packages need to go directly to consumers’ homes. Hetherington, along with Ryan Forbes of Readerlink and Susie Scally of the international logistics firm Meadows Wye, also agreed that now is not the time for publishers to negotiate with trucking companies or the major delivery services. The lack of freight capacity is a real issue, Forbes said, and companies don’t need to yield on price.
