PPWR: The Packaging and Packaging Waste Regulation Explained

The PPWR is a proposed piece of legislation revising the current packaging and packaging waste rules applicable in the European Union (EU).

Currently, the main regulatory framework for packaging and its end of life in the European Union is the Packaging and Packaging Waste Directive (PPWD), adopted in the 1990s and revised several times since.

The European Commission proposed to overhaul the PPWD in 2022, after it found that it was not efficiently preventing the growth of packaging waste and the reduction of the environmental impact of packaging. This is why the Commission proposed a Packaging and Packaging Waste Regulation with greater ambition than the Directive previously adopted.
