AWC, AF&PA testimony: Reality Check on Proposed Ozone Standards

American Wood Council (AWC) President and CEO Robert Glowinski and American Forest & Paper Association (AF&PA) President and CEO Donna Harman issued the following statements following the organizations’ joint testimony at today’s House Committee on Science, Space and Technology hearing on impact and achievability of the Environmental Protection Agency’s (EPA) proposed national ambient air quality standards (NAAQS) ozone standard.

Robert Glowinski, President and CEO, AWC:  “We support clean air and realistic, science-based air quality standards. However, a further restriction is not justified because the health effects evidence for ozone has not changed significantly since EPA last tightened the ozone NAAQS in 2008. In fact, EPA just published the 2008 Ozone Implementation rule earlier this month, seven years after it set the new standard.  So before EPA again changes the rules, the 2008 standard should first be fully implemented by the states and its impacts assessed before the goal posts are moved once more.”

Donna Harman, President and CEO, AF&PA:  “The costs of further tightening the standard are significant when there is such scientific uncertainty. EPA’s own cost benefit analysis would make the ozone rule one of the most expensive air regulations ever. The proposed revisions could place most of the country in nonattainment, putting five times more paper and wood product mills at risk.”

+100 leading businesses call for EPR for packaging

For the first time, more than 100 businesses in the packaging value chain, together with more than 50 other organisations, publicly recognise that without Extended Producer Responsibility (EPR) packaging collection and recycling is unlikely to be meaningfully scaled and tens of millions of tonnes of packaging will continue to end up in the environment every year. For a circular economy, packaging that can’t be eliminated or reused must be collected, sorted and recycled or composted after use. But currently the economics do not stack up: collection, sorting and recycling or processing packaging costs more than the revenues made from selling the recycled materials. We need dedicated, ongoing and sufficient funding to make the economics of recycling work. This statement and the supporting position paper set out why mandatory, fee-based EPR is the only proven and likely way to provide this funding.

PEFC chain of custody certificates issued against previous 2013 standard soon to be invalid

Important reminder for companies still certified against the 2013 version of the PEFC Chain of Custody standard, or certification bodies issuing PEFC chain of custody certificates: any certificates issued against the 2013 version will no longer be valid as of 14 November 2023. If you are a company still certified against the 2013 standard, please reach out to your certification body for assistance or to organise your next audit against the 2020 standard. It is important to note that the transition to the new version does not impact the certification cycle, so it can happen during a surveillance audit. If you still have existing stocks of products and printed material covered by a 2013 chain of custody certificate and carrying the PEFC trademarks according to the previous 2008 Trademarks standard, you can still sell them once you have transferred your chain of custody system to the 2020 version of both these standards.
